이 책은 2013년 6월 상하이에서 개최된 국제회의에서 발표된 논문 중 일부를 선별하여 묶은 책으로 크게 다음과 같은 두 부분으로 구성되어있다. 1부 국가-사회 관계, 2부 거버넌스. 이 책의 특징은 기존의 연구들와 달리, 국가-사회 관계를 거버넌스와 직접적으로 관련시켜서 다루고 있다는 점이다.
이러한 새로운 연구경향은 기본적으로 개혁기 국가-사회 관계의 변화를 그 배경으로 하고 있다고 할 수 있다. 즉 이미 후진타오 시기였던 2004년 중국공산당 16기4중전회에서 “사회관리의 창신”의 문제가 중점적으로 제기되었는데, 이는 1978년부터 시작된 25년여의 개혁이 초래한 국가-사회 관계의 변화가 국가로 하여금 사회관리의 문제를 심각하게 재고하지 않을 수 없게 만든 상황이 도래했음을 보여주었다.
구체적으로는 말하면, 사회주의 시기와 1980년대와 1990년대 내내 여전히 중국사회관리의 핵심기제였던 단위체제가 1990년 후반 도시부문 국유기업 개혁이 심화됨에 따라서 서서히 해체되어가고 이를 대체할 사구건설이 중요한 과제로서 제기되었다. 따라서 2004년 제기된 “사회관리의 창신”의 문제의 핵심은 사회관리 내용을 기존의 통제에서 치리(治理), 즉 거버넌스의 문제로 재구성해야 한다는 것이었다.
즉 기존에 단위를 통해서 국가가 정치적 사회적 경제적으로 사회를 통제하던 사회관리 모델에서 탈피하여, 기존 단위 기능의 일부를 사구가 일정하게 담당하고 나머지는 “자치기구” 나 “민간조직” 혹은 이미 고도로 성숙한 “시장”의 기능에 이관하는 방식으로 전환하는 거버넌스의 문제가 대두된 것이다. 따라서 2000년대 들어서 본격 제기되는 거버넌스 문제는 국가-사회 관계의 커다란 변화와 불가분의 관계에 있다고 하겠다.
이렇게 볼 때 이 책의 의미는 국가-사회 관계의 급격한 변동이 제기한 거버넌스의 문제를 중국와 해외 학자들이 여러 분야로 세분하여 연구한 최신의 성과를 담고 있다는 점에 있다고 하겠다.
