2020년에도 세계 각지에서 선거가 개최된다. 우리나라에서도 금년 4월 국회의원선거를 앞두고 있다. 지난 1~2년 동안 미국과 중국 간 벌어진 이른바 "경제무역전쟁"을 보면서 미국의 트럼프 대통령, 중국의 시진핑 주석의 리더십 스타일과 협상력 등 대한 평가가 언론을 통해 쏟아진 바 있다. 이렇듯 국내외 정치리더십에 대한 관심이 높아지고 있어 2014년 출간에 되었기는 하지만 이 책을 소개하게 되었다.

이 책 전체를 리뷰하기에는 현 지면으로는 불가능하기 때문에, 간략하게 소개하는 선에서 본 책의 내용을 정리하도록 하겠다. 주지하다시피 정치리더십연구는 1940~1970년대까지 정치학자들뿐만 아니라 정치사회학자, 심리학자들, 비교발전학자들로부터 집중적으로 연구되었다. 그런데 그 후 1980년대 접어들면서 정치학의 연구경향이 정치, 정부, 통치 등을 연구대상으로 한 구조주의, 신제도주의, 합리적 선택이론 등이 대두되면서 정치리더십 연구는 길을 잃었다.

그러나 최근 정치학에서 개별 지도자의 역할과 정치적 영향과 정치적 성과를 설명하기 위해 정치리더십의 행사에 대해 새로운 연구하기 진해되고 있다. 정치리더십 연구주제의 목록은 무한정하게 많다. 무역분쟁, 패권경쟁, 국내선거, 분쟁관리, 공공정책, 개발, 거버넌스 네트워크, 지역통합 등 정치지도자들의 리더십은 거의 모든 정치적 사회적 문제에 대한 해결책 중 하나라 제시되고 있다. 특히 최근 소셜미디어의 발달을 통해 전문가들은 뿐만 아니라 일반시민들까지 가까운 곳에서 고위 공직자들의 등장, 활약, 몰락을 보게된다.

정치리더십에 관한 옥스퍼드가 이 핸드북은 정치리더십 연구의 부활을 조망하고 있다. 이 책은 정치리더십 연구에서의 규범적 전통과 경험적 전통을 고찰하면서, 제도적, 행태적, 해석적 접근법에 의한 연구, 공식적, 비공식적 정치리더십 뿐만 아니라, 비상시기의 정치리더십, 민주적 및 비민주적 정치리더십까지를 모두 포괄하고 있다.
